These Ceramic heaters seem to convert more of the wattage to heat. Most plug-in electric heaters use the same amount of power, so it's the heat output and the amount of noise that varies. Fan is audible but not annoying. Bought this for our motorhome to fit a small shelf and it works great. Seems safe as the unit itself does not get very hot. Turns off if tipped over. Great for smaller rooms, and much better quality than those typically available at Wal-Mart or Target.
